In 1991, Hasbro jumped on board the anti-drug movement with a line of figures from G.I. Joe called the Drug Elimination Force or D.E.F. Headman is the evil leader of the Headhunters a non-Cobra organization that has overrun “Every Town USA” with killer substances.
In the cartoon, Headman was portrayed as an absolute nut who was pretty clean looking compared to the namesake action figure.
This line of toys had begun the most detailed look at the action figure inside the bubble. The file card describes details down to the characters outfit and what accessories they may have.
It’s amazing with all of the censorship that is going around nowadays that this figure actually uses the word “Drug Kingpin” to describe him. The file card alone tells the story of how evil this guy is–and the picture on the package shows a nasty, long nailed, rotted teeth, drooling baddie that’s ready and willing to do anything to keep his empire up and running.
A few years later, Headman was remade in a two pack with General Hawk–Called Tomahawk. They had changed Headman to a thief and gave him an orange/brown suit and made him a Cobra–censorship at it’s best!
The Headman is a fascinating figure and being almost 20 years old, the package was very well taken care of–I just wonder if the “O” ring inside of him is still in one piece–not much air gets into a sealed bubble, but I guess I’ll never know…

This is a really cool figure. I don’t remember him at all. I do remember the “war on drugs” and all the goofy PSA’s. This figure is truly a product of the times, but one I could see coming back at any time…although, Im sure he would be heavily censored and nowhere near as badass.
